Are there any charts, or rules of thumb I can use when I am tying bass and panfish poppers to get the right body size for the size and style of hook I am using? I'm having trouble finding any good books (my internet connection is to slow to really look online). I'm making them out of foam, deerhair and cork, thanks guys!

I think you'll find that you can't go wrong using the bend in the hook as a guide. I usually tie on tails at the bend and the body goes from the bend forward to the eye. If the fly looks out of proportion, then adjust as necessary on the next fly.
You can buy packaged foam popper bodies for various sized hooks. Maybe pick up a pack of them to use as a guide.
