87 Honda 15HP

Hi All,
I have a friend that has a 87 15hp honda that doesn't like to idle.
He has had it to two different local dealers and still not fixed.
They both rebuilt his carb.
It will start with choke on but will not idle, he has to have choke pulled out crank up the trottle slap it in gear and then push choke off.
Sure sounds like a carb problem, but I would hope two dealers would know enough about thier Honda motor to rebuild properly.
Any ideas??

I remember this happening to a friend's Evinrude and I believe it was a hairline crack in the carb bowl!
